1. (U) This message contains an action request. See para 3.
2. (S) As previewed ref B, Pol-Mil Chief followed up on the
demarche concerning Taliban financing (ref A) with Eckhart
Blaurock, the Afghanistan action officer in the MFA's NATO
Office May 3. Blaurock indicated that he had discussed the
matter with NATO Office Director Dirk Brengelmanm, who
supported the idea of a joint, high-level demarche to both
Saudi Arabia and South Africa on the issue. Blaurock
wondered, however, what criteria had been used in selecting
the 12 Allies (out of the 26 who have troops in Afghanistan)
to participate in the joint demarche. He also asked for
further details on what the U.S. knows about individuals and
entities in Saudi Arabia and South Africa involved in Taliban
financing. Blaurock noted that this information would help
prepare the way for Germany's participation in the proposed
joint demarche.
3. (S) Action Request: As requested by the German MFA, Post
would appreciate information on the criteria used to select
Allies for participation in the proposed joint approach.
Post would also appreciate additional information that we can
pass to the Germans about the individuals and entities in
Saudi Arabi and South Africa who are financing the Taliban.
