Given the delicate state of play regarding the issue of
whether Germany will request Interpol Red Notices for U.S.
personnel in connection with the al-Masri case, Post believes
it could create undesirable complications to approach the
German Government at this time regarding Red Notices in the
AMIA case (reftel). Senior Chancellery officials have told
us in recent days that the al-Masri proceedings are at a
delicate stage, with no final decision yet on whether Germany
will proceed to the Red Notice level. In this context, we
would prefer to avoid an approach to Germany on an issue that
some German officials might relate to our interventions on
the al-Masri case. If Department deems Germany's role to be
essential for the success of the Argentinian request,
however, we are prepared to make the approach requested in
reftel asap.
