MFA Civil Uses of Nuclear Energy Division Deputy Director
Dietrich Becker, Economics Ministry Export Control Division
Director Alexander von Portatius, and German Federal Office
of Economics and Export Control (BAFA) Nuclear Technology
Division Director Bernd Rosenthal. Rosenthal noted that BAFA
officials had received a copy of the nonpaper at the November
Nuclear Suppliers Group Consultative Group meeting and
confirmed that the nonpaper is included among the reference
tools that BAFA officials use to adjudicate export license
applications. MFA officials reiterated that German
regulations prohibit the export of all nuclear-related
technology (including dual-use) to Iran and noted that
Germany maintains stringent Iran-specific catch-all controls
on non-listed goods, services, and financial/technical
assistance.
