1. (S) German MFA Export Control Division Director Goetz
Lingenthal provided Global Affairs Officer November 28 with
an update into German Government efforts to to prevent the
German firm ICS Schneider Messetechnik from exporting
environmental test and temperature shock chambers to Iran's
missile program (reftels). Lingenthal said German Customs
and law enforcement continue to investigate and monitor the
activities of ICS Schneider Messetechnik.
2. (S) With regard to specific information in ref B reporting
that ICS Schneider Messetechnik was working on behalf of the
Iranian intermediary Rakin Ltd. to procure a thermal shock
chamber manufactured by the German firm Voetsch
Industrietechnik GmbH of Balingen-Frommern, Lingenthal said
officials from the German Federal Office of Economics and
Export Controls (BAFA) had contacted Voetsch representatives
directly to sensitize them to German Government concerns.
Voetsch representatives reportedly confirmed that they had
received a request for a thermal shock chamber and assured
BAFA that the firm would not follow up on the request.
3. (S) Lingenthal said the German Government will continue to
provide the Embassy with updates as its investigation of ICS
Schneider Messetechnik develops.
