1. (C) Post raised reftel request with the German Foreign
Office October 19. The Western Balkans office agreed with
U.S. points on the importance of avoiding any parallel
election effort in Serb portions of Kosovo. Germany supports
a coordinated approach by Contact Group embassies in Belgrade
that targets the Serbian Government at a senior level. While
the Foreign Office was not certain that Prime Minister
Kostunica would agree to receive such a delegation, they
believed he would be the appropriate focus. Belgrade was the
key; Germany agreed as well that joint action by Contact
Group representatives in Pristina could be useful.
2. (C) Germany will await further coordination on the ground
with Embassy Belgrade and USOFFICE Pristina.
