1. (S) German MFA Export Control Desk Officer Volker Herzog
provided a German-language nonpaper to
Global Affairs Officer on September 10. The German nonpaper
responds to the US nonpaper of 31 May
2007 outlined in Ref concerning the possible export of test
equipment from a German firm via UAE to the
Iranian firm Shahid Hemmat Industrial Group (SHIG).
Representatives of the German Federal Economic
and Export Licensing Agency (BAFA) contacted the German firm
in question, Rohde and Schwarz. The response
indicates that Rohde and Schwarz does not have any contact
with the Iranian firm SHIG.


2. (S) Begin unofficial embassy translation of the
German-language nonpaper:

With reference to the nonpaper of 31 May 2007 concerning the
acquisition of test equipment from the German
firm Rohde and Schwarz via the UAE to Iran through the firm
SHIG, we wish to inform US officials of the following
information.

We appreciate the information provided in connection with the
procurement efforts by the firm SHIG from the
firm Rohde and Schwarz.

The firm Rohde and Schwarz is known to German export control
authorities as an applicant for exports to Iran and
UAE. BAFA could not identify any export that corresponds to
the request described in the aforementioned
nonpaper.

On 23 May 2006 a request by the firm to deliver a spectrum
analyzer to the Iranian Ministry of Information
and Communication was refused. In this case, BAFA can not
judge whether this request was connected to
procurement efforts by the firm SHIG.

BAFA approached the firm Rohde and Schwarz to sensitize them
to the issue.
They indicated that they are not in contact with the
firm SHIG. Also in the past has there been no contact with
this firm.

The firm Rohde and Schwarz is also unaware of any middleman
in the UAE, therefore a connection between the
delivery to the UAE and the fact described above is not
apparent.

We are grateful for our continuing excellent cooperation in
the area of export control.
