1. (C) Post raised reftel points with the MFA Western
Balkans office September 10. The MFA shares the U.S.
assessment that the situation in Bosnia-Herzegovina is
deteriorating, as evidenced by the actions of Presidency
Member Silajdzic and RS Prime Minister Dodik. The reputation
of the international community could be seriously damaged.
Germany has not considered its position yet on use of the
Bonn powers by High Representative Lajcak in response to this
situation, however.
2. (C) The Germans hope to use the September 11 PSC
discussion to send a signal of support for Lajcak and to warn
Dodik and Silajdzic that they need to take a more
constructive position; Germany's contribution to the PSC
discussion should follow those lines, although the MFA
declined to share any text.
3. (C) The MFA has not operationalized its unhappiness with
the situation in Bosnia yet, although we were told that our
demarche would prompt such a discussion with MFA Balkans
Commissioner Emily Haber. Initial reaction from the MFA to
the idea of suspending visa facilitation was negative.
Bosnia already is the most disadvantaged country in the
Western Balkans with respect to travel to the EU, the MFA
argued, so suspending facilitation might not generate the
necessary leverage. The MFA did not suggest any ideas for
areas in which the Bonn powers might be applied, but appeared
to be open to considering them.
