1. (C) Global Affairs officer delivered ref demarche, which
includes the U.S. answers to a USG Survey passed to the OECD
concerning export credits for Iran, to Ursina Krumpholz,
Officer Director of the German Ministry of Economics' Foreign
Trade Law and Law of the Sea Division, and Ernst
Roeder-Messell, Deputy Director, June 15. Krumpholz thanked
us for the USG answers to the Survey on export credits for
Iran. She said she will pass the USG answers to other
appropriate German officials for study and consultation.
Nevertheless, the German Government has doubts that the OECD
is the appropriate forum for a discussion of restricting
export credit guaranties for Iran, Krumpholz added.
Roeder-Messell noted Germany fully complies with UNSCRs 1737
and 1747 by ensuring that no prohibited items, including
financial services in support of prohibited items, are
exported to listed Iranian entities. Therefore, he added,
the German Government would deny export credit guarantees to
any German firm that sought to invest in any listed Iranian
entities or to invest in any Iranian programs, such as
nuclear programs not under IAEA safeguards, that are in
contravention of the UNSC sanctions.

responses to the USG Survey septel.
