MAHAMEDOU OLD SLAHI'S REMOVAL FROM SDGT AND UN1267 LISTS

1. (C) Global Affairs officer deliveredref demarche to
German MFA International Cooperaion on Counterterrorism
Division Desk Officer Hoger Kraemer at OOB, June 4, as
instructed in reftel. Kraemer said he would forward to
appropriate German officials the information concerning the
U.S. action to have the alias Mahamedou Ould Slahi removed as
an AKA for Abu Hafs from the UNSCR 1267 Committee's list. He
also said the German Government would check for any
information that it had concerning Mahamedou Ould Slahi or
any assets that he had in German jurisdiction. In a June 5
message, Kraemer reported that the German Government had not
located any such assets in Slahi's name.
2. (SBU) Kraemer said Germany does not have a sanctions
regime on a national level but instead follows the EU's
Common Position and corresponding Regulations on implementing
UNSC sanctions. In addition to the individuals listed on the
UNSCR 1267 Committee's list, the EU has developed its own
terrorist sanctions list, which is binding to the EU member
states, according to Kraemer.
3. (C) Any time that the 1267 Committee changes its list,
Kraemer said, the UN Secretariat informs the EU Commission
and the European Council, which in turn automatically amend
the appropriate EU Regulation. Therefore, in the case of
removing the AKA Mahamedou Ould Slahi from the 1267
Committee's list, Kraemer said the EU's Regulation will be
changed automatically and the EU member states will abide by
it.
4. (U) Post will report any other substantive German response
septel.
