1. (S) Global Affairs officer passed ref demarche to German
MFA Export Control Division Desk Officer Andreas Kauke May
18. Kauke thanked us for the information concerning the
procurement of machine tools by the Iran Heavy Die
Manufacturing (SAIPA) from the German firm Heinisch
Werkzeugmaschinen Plus GmbH. Kauke said he will pass the
information to the German inter-agency export control group
for investigation. Kauke acknowledged that if Heinisch had
sold such machine tools to Iran, it probably violated German
export control laws and UNSCRs 1737 and 1747 by not applying
for an export license, but he could not say anything
definitive in advance of the investigation.
2. (U) Post will report any substantive German response
septel.
