1. (C) Global Affairs officer passed ref A non-paper to German MFA Export Control Division Deputy Chief Markus Klinger May 9. Klinger thanked us for the non-paper, which provides USG feedback on Germany's proposal for Missile Technology Control Regime (MTCR) denial notifications (see ref E). Klinger said he will pass the USG feedback to the appropriate German officials, including Ina Schuett, for review. The German officials will study the feedback from the MTCR partners with whom the proposal was shared, revise the draft, and circulate it well before the autumn MTCR Plenary, Klinger said. He also noted Germany's concern that a few MTCR partners might reject the proposal, based on their record of denying initial approval for other German proposals in the past. For these partners, Germany may approach them separately to advocate its proposal in advance of the plenary, Klinger said. 2. (U) Post will report any other significant German response septel.
