1. The following candidates from Serbia are presented as nominees
for attendance in the upcoming 2007 middle management and high level
training courses at the Center of Excellence for Stability Police
Units (COESPU) in Vincenza, Italy. Consistent with Department
Policy as it relates to Leahy Amendment Human Rights Vetting, these
individuals have been cleared by all relevant sections at post, with
the exception of Sinisa Haler. Post discovered information on Haler
that indicates he may have been a memebr of the Serbian Department
for State Security (RDB) assinged to the protection unit for
Slobodan Milosevic as of 2001. In the process of clarifying Haler's
activities, post discovered that Haler did not finish his medical
exams and will not be attending the training. This information is
included for the record. One of the reserve applicants will attend
in his place.

email in addition to front-channel cable.
