1. (S) MFA Arms Control and Disarmament Department Missile
Division Deputy Director Wang Daxue responded on November 20
to the U.S. message (Ref C) concerning the ongoing
transshipment via Beijing of ballistic missile parts from
North Korea to Iran.


2. (S) Wang told Poloff he was instructed to make four
points: 1) China always seriously implements UN Security
Council resolutions and values its export control and
nonproliferation cooperation with the United States; 2)
Beijing attaches great importance to information it receives
from the United States and is prepared to keep in close
contact; 3) China hopes the United States will discuss the
shipment of jet vanes with all of the countries concerned in
this matter; and 4) China stresses that accurate and credible
information from the United States will help China to "reach
and make the right judgment."


3. (S) Poloff promised to report Wang's message and asked
whether China is inspecting regular commercial flights from
North Korea. Wang said China has in place a "system for
enforcing UN Security Council resolutions on a continuous
basis." Poloff stressed that this "system" should include
frequent inspections of Air Koryo flights and urged China to
share with us the results of its investigations.
