(C) Poloff on October 9 conveyed to the MFA ref a points
urging a one-year extension of the UN Stabilization Mission
to Haiti (MINUSTAH) mandate "with the intention to renew for
further periods." MFA International Organizations and
Conferences Department UN Affairs Division Deputy Director
Sun Xiaobo responded that China will give the U.S. points
serious consideration, but did not respond substantively to
our specific urging (per ref B) that the mandate renewal
include a clause in OP 1 "with the intention to renew for
further periods." Sun said China's preference had been that
the extension, in accord with usual UN practice, be for six
months and take into consideration the size and form of the
force. However, China had noted the positions of the Latin
American contributors to the force and of the UN Secretary
General in support of a one-year extension. Without saying
directly that the UN Mission had already agreed to the
one-year extension, Sun said China's UN Mission would work
constructively "in a direction satisfactory to all concerned
parties."
