1. (S) Poloff delivered Ref A message concerning the delivery
of a false end-user certificate by a Pakistan missile entity
to a Chinese supplier and attempts by Iran's Shahid Bakeri
Industrial Group to procure steel plates in China to MFA Arms
Control and Disarmament Department Missile Division Third
Secretary He Yi on January 24. He promised to share our
information with senior MFA officials.



2. (S) Poloff told He that China should immediately
investigate these cases, particularly given that in December
2006 the China North Wanxing International Corporation was
planning to ship the steel plates two months after the
establishment of a letter of credit. Poloff also urged China
to share with us the results of its investigation.
