1. (S/REL MNF-I) Provincial Council First Deputy Chairman
Nasay'eif Jasem (aka Nussaif Jasim Ali) reportedly was the
target of an assassination attempt following our January 24
meeting. The attack occurred up the road from the Basrah Palace
Compound (BPC) minutes after the meeting. Jasem was traveling
with his driver and personal assistant when two pickup trucks
pulled alongside and fired on his vehicle with small arms. No
one was injured in the attack.


2. (S/REL MNF-I) This is the first attack on one of our
interlocutors directly following a meeting. Jasem reported that
people entering and exiting the BPC are under surveillance. He
believes the surveillance point is a small snack shop about 500
meters outside the gate, where young men were seen gathering.
Last week, Provincial Council Chairman Mohammed Obadi told me he
fears coming to the BPC and requested to leave via a rear gate.


3. (S/REL MNF-I) Jasem, a member of the Fadilla party, is an
up-and-comer on the Basrah political scene. It is rumored he is
jockeying for the position of provincial council chairman, a
rumor he did not deny. Our first meeting went very well. Jasem
is a serious politician, ambitious but pragmatic. He clearly
understands the importance of a western presence in developing
the region's economy, as well as the dangers of Iranian hegemony
and Islamic fundamentalists. As we prepare for Basrah
provincial Iraqi control (PIC),I sense he is one of the few
leaders we can work with to govern responsibly.


4. (S/NoForn) Comment: It is not clear who is targeting Jasem.
He is a rival to the Governor within the Fadilla party, and the
Governor is well known for heavy-handed tactics. It is more
likely that Jasem was targeted by JAM, who would be threatened
by his association with the USG. Further, it may be no
coincidence that he was attacked on the same day that JAM
kidnapped one of our local laborers. (Cable to follow.) Last
week, another visitor complained about the lack of USG support
for moderates. The visitor said the Iranians directly support
the militants and Islamic parties, and we are losing the war of
influence. However, unlike the Iranians, we cannot play this as
a zero-sum game. Thus, if we are going to succeed in our
efforts to build a moderate society, we may have to consider
different tactics. Our reconstruction efforts may not be
enough. End comment.
