1. DCM/Administrative Officer delivered reftel to the IMO at
13/0940Z February 2007.


2. IMO processed the CRITIC EXERCISE message in accordance
with established procedures. The CRITIC EXERCISE message was
transmitted at 13/0941Z February 2007.


3. The exercise took only one minute. The only problem was
that because he has access to all incoming cable traffic the
IMO was aware of the exercise in advance, though he did not
know at what time DCM/Administrative Officer would deliver
the reftel for action. There were no other problems.


4. To avoid IPC staff's advance knowledge of these exercises
Post suggests consideration of an alternative method for
notifying Administrative Officers of CRITIC EXERCISES, such
as classified e-mail or a specially captioned cable.
