1. On December 6, Embassy Bangkok delivered talking points
regarding the upcoming UNCITRAL meeting in Vienna, as instructed in
reftel. Mr. Kengkran Loutirojanakul of the Ministry of Foreign
Affairs' Office of Treaties and Legal Affairs said that the MFA
understood the U.S. position and had sent the points on to their
mission in Vienna. Mr. Kengkran said that Mr. Chiwin Nattalang of
the RTG Embassy in Vienna would attend the UNCITRAL meeting on
December 7. Kengkran said, however, that the MFA has yet to take a
position on the issue.
