SUMMARY


1. Regional EXBS Advisor for Thailand and Vietnam assumed
duties in Bangkok on September 10. A CBP team conducted a
5-day International. Border (Land) Interdiction Training
(IBIT II) course in Aranyaprathet, Thailand, including
donation of a CT-30 kit and radiation pagers. Advisor
completed embassy Bangkok calls and will conduct introductory
visit to Vietnam October 28 - November 3.

SITE ASSESSMENTS AND MEETINGS


2. Advisor and embassy POLOFF met with MG Kanit Sapitak and
Police Major General Nadhapit Snidvongs on Sept. 13. MG
Kanit is the Commander, 2nd Infantry Division Queen's Guard,
and has overall responsibility for border security along
Thailand's eastern border with Cambodia. Police MG Nadhapit
is the Deputy Commissioner for the Narcotics Suppression
Bureau, Royal Thai Police. The purpose of the meeting was to
discuss the impending IBIT II course, and to ask about other
potential areas of assistance. Both officers were very
supportive of the exercise, and stated training and equipment
were always welcome, as their own resources were limited.
Advisor also conducted introductory office calls at embassy
Bangkok. Introductory visits to embassy Hanoi, including a
site visit at the Haiphong Seaport, Vietnam, and the Thai
port of Laem Chabang are being coordinated for October.

TRAINING CONDUCTED


3. A four-person team from U.S. Customs and Border
Protection delivered a 5-day International Border (Land)
Interdiction Training (IBIT II) course to eighteen host
nation border control and local government officials. Site
of the training was in Aranyaprathet, Sakaeo Province, which
is the main land border crossing between Thailand and
Cambodia. Training was a combination of classroom and
practical exercises, with a focus on adapting U.S. best
practices to local conditions. Particular interest was
expressed for targeting and risk management, false documents
and behavioral analysis. Additional training sessions at
other key border crossing points would also be beneficial.

EQUIPMENT DELIVERED


4. In conjunction with the training conducted at
Aranyaprathet, Thailand, one CT-30 inspection kit and four
Personal Radiation Detectors (PRDs) were donated to the local
Royal Thai Customs office.

IMMINENT TRAINING/EQUIPMENT UPDATE


5. Advisor will consult with Royal Thai Customs officials to
determine distribution of remaining CT-30 inspection kits and
PRDs already on hand. Tracker IT equipment has been ordered
for Vietnamese Customs and is due to be shipped within the
next few weeks.

SIGNIFICANT DEVELOPMENTS


6. EXBS Regional Advisor for Thailand and Vietnam William
Comley arrived Bangkok and assumed duties on September 10.
