1. PolOff delivered reftel demarche, seeking Thai
endorsement of the Hague Code of Conduct (HCOC),to Charn
Jullamon, Director of the MFA's Peace, Security and
Disarmament Division, and Amornsate Singha, Director of the
North American Affairs Division, on March 12. Neither Charn
nor Amornsate had any official response. Unofficially, two
officials at the MFA expressed skepticism that Thailand would
be able to endorse the HCOC until the present military-led
interim government is replaced by an elected government.
Post will seek an official response to our demarche and
report same to Washington.
