1. On February 26, Econoff delivered talking points on the WTO IT
Agreement to the Department of Trade Negotiations (DTN) per reftel.
DTN officials were unable to reply immediately, but later met
collectively with representatives of the private and public sector
to discuss the issue. Mr. Thitisesh Seshtabutra, assistant to DTN's
Director, told Embassy that private sector participants in the
meeting were fully in favor of the USG position, and RTG officials
are prepared to issue a statement in Geneva in support of that
position.
2. Thitisesh mentioned as well that the Thai Representative to the
WTO plans to make a statement to reconfirm that Thailand's ongoing
reform of harmonization codes to comply with WCO requirements will
not impact their commitment to the ITA zero tariff agreement.
