1. (SBU) DCM delivered demarche reftels on January 11 to
Florence Chong, Assistant Director of the UN Department,
Ministry of Foreign Affairs and Trade (MFAT). Chong welcomed
U.S. transparency in providing the draft text and background
information.
2. (SBU) Chong stated that ASEAN would need to react. Noting
that all of Brunei's ASEAN team from MFAT had decamped to
Cebu for the leaders meeting, she said she was in regular
contact with Brunei delegation and would make sure that U.S.
views were taken into account.
