(C) Further to reftel, on July 13 poloff followed up with
Latvian Embassy in Baku regarding the Latvian proposal to
offer Azerbaijan assistance on the Gabala Radar Station,
based on Latvia's experience with the Skrunda radar station
in the early 1990s. Latvian CDA told poloff that its
Embassy in Baku had raised the proposal with Azerbaijani
Deputy Minster of Foreign Affairs on July 6.
He said that Azimov seemed interested, but promised that he
would give them a concrete answer in August. If Azerbaijan
agrees, the issue of Gabala/Skrunda would be added to the
formal bilateral "political dialogue" scheduled to take place
between the two countries in September 2007. Latvian CDA
noted that Azimov's reaction seemed more open than it did
last year when the idea was presented, but it was far from
clear how the Azerbaijanis would ultimately react to such a
proposal. The Latvian Embassy promised to keep us informed
of any developments.
