1. (U) Per Ref A action request 1, this message reports that
the annual review of the MOA between the Chief of Mission
(COM) and commander USEUCOM has been accomplished. There has
been one modification to the MOA: "Defense Threat Reduction
Office personnel" has been added to Appendix A, under point

3. The country specific MOA and accompanying matrix of
units/elements for whom the CDRUSEUCOM has tactical control
for may be found on USEUCOM'S siprnet home page at:
www.eucom.smil.mil/epoc/at/index.htm, then select "MOA."
(Comment: US Defense representatives and agencies not having
access to siprnet web should contact the POCs identified
below via email so documents can be provided.)


2. (U) MOA annexes reflect the following responsibilities:

3. (U) Per Ref A action request 2, Annex A has been reviewed
and Post judges that all listed DoD elements are fully
covered under Post's security program.


4. (U) HQ USEUCOM directorates, subordinate components
commands, and DoD agencies are reminded to immediately notify
HQ USEUCOM/EPOC and the USDR of any planned or projected
introduction or removal of DoD elements from any country or
region in the USEUCOM AOR. Upon notification of a planned
new element, EPOC and the USDR will initiate the process of
determining force protection (aka. security) responsibility
(COM or commander, USEUCOM). Similarly, EPOC and the USDR
will amend annexes A and B if required. National security
decision directive (NSDD) 38 requires all agencies with staff
operating under the authority of COM to ensure that, in
coordination with DOS, the COM's approval is sought on any
proposed changes in size, composition, or mandate of such
staff elements. This requires DoD to formally notify the COM
and DOS prior to the introduction of new DoD elements or
increase in the size of elements if the COM has or will have
security responsibility for such elements.


5. (U) IAW USEUCOM OPORD 03-11 (antiterrorism) commanders at
all levels are responsible for force protection of units,
activities, and facilities under their command to include
those designated by CDRUSEUCOM-COM MOA as falling under the
security responsibility of the commander. These
responsibilities and relationships will be detailed in the
CDRUSEUCOM-COM MOA and the accompanying matrix, which shows
at lines of responsibility. These documents are available on
the USEUCOM force protection homepage and serve as the formal
delegation of tactical command for force protection from
CDRUSEUCOM to subordinate commanders. Further delegation to
establish a clear line of responsibility through the chain of
command to the installation/unit level will be accomplished
by component commanders and their subordinates, as
appropriate.
