(C) DCM delivered reftel demarche to GOAJ Deputy Foreign
Minister Mammadguliyev March 9. Mammadguliyev commented that
the GOAJ continued to have excellent relations with Israel,
advanced by the recent visit to Tel Aviv of GOAJ Minister of
Economic Development Babayev. DFM said that the GOAJ actively
seeks out moderation and flexibility within its capacity as
OIC Foreign Ministerial chair but often encounters others'
resistance. He added that the GOAJ walked a narrow and
careful path within the HRC where the OIC was concerned and
would continue to do so recognizing the goal and objectives
of the USG. It was, in his assessment, important for all
parties to demonstrate flexibility and an interest in problem
solving on these important issues.
