1. (U) On September 21, Pol/Econ Chief delivered the second
UN Committee Against Torture demarche per ref a to Deputy
Foreign Minister Mahmud Mammadguliyev. She left the points
from ref b as a nonpaper, along with Ms. Gaer's CV.
Mammadguliyev had no substantive comment on the demarche, but
promised to pass the information to Deputy Foreign Minister
Araz Azimov, who is responsible for determining the GOAJ's
position on this issue.

2 (SBU) COMMENT: Deputy Foreign Minister Azimov, head of the
Azerbaijani Ministry of Foreign Affairs' (MFA's) Security
Department, appears to determine Azerbaijan's voting position
on most UN issues. Under his leadership, the Azerbaijani MFA
routinely trades votes on issues such as the Committee
Against Torture in exchange for support on Azerbaijan's
position on the Nagorno-Karabakh conflict. Azerbaijan likely
has already promised its vote in exchange for support on N-K
issues. Our past experience indicates that high-level
interventions (including with President Aliyev) are required
to encourage Azerbaijan to back U.S.-supported candidates.
