Reasons 1.4 (b) and (d).
1. (C/REL UK AS) In response to security concerns raised
by Multi-National Division-Center (MND-C) commander MG Lynch,
the Joint Committee to Transfer Security Responsibility
(JCTSR) has recommended a postponement in establishing
Provincial Iraqi Control (PIC) of Babil Province from
December 2007 until June 2008. In particular, MG Lynch
cited the continuing relatively high threat assessment
for northern Babil province.
2. (C/REL UK AS) PIC for Babil at this time would likely
reduce MND-C's freedom of action as it places primary
responsibility for security in the province in the hands
of Iraqi authorities. Given the continued need for
Coalition-led operations in the province, particularly in
the northern section closest to Baghdad, PIC at this time
would not serve Coalition or ISF purposes.
