1. (S//NF) In response to reftel (A),econoff delivered
demarche on &Proposed delisting of persons under UNSCR
15188 to Ambassador Surood Najib, Head of the International
Organization and Multilateral Cooperation Department,
Ministry of Foreign Affairs (MOFA) on Wednesday June 6, 2007.
Najib identified himself as the point of contact within the
Iraq government for delisting isues and noted that he made
the request for delisting.
2. (S//NF) With regard to the USG request that the delisting
request's movement to the Sanctions Committee be delayed,
Najib stated that the original request had been forwarded
from his office to the Iraq United Nations Mission in
December 2006. He did not indicate at what point in time had
that US officials had been contacted, but thought that they
had been given ample time to review the request. He
mentioned that the FBI had been consulted on at least one
individual.
3. (S//NF) Ambassador Najib was provided an outline of the
USG process for considering delisting. Rather than
forwarding documentation to the Department of Treasury by
mail, Najib requested that an official from the Treasury
Department who could authoritatively discuss what further
information may be needed meet with him in New York some time
between June 13th and June 22nd 2007. He asked that he be
contacted directly through his personal email address
sroodmofa@yahoo.com or personal telephone 570-574-0300 to
arrange a meeting. He asked that contact be made directly,
not through the Iraq UN Mission.
4. (S//NF) Najib confirmed that the Prime Minister,s office
had been consulted and approved the delisting of the three
individuals.
