1. (SBU) On 6 March 2007, Ambassador Ries and Russian
Ambassador Andrey Vdovin called on MFA Secretary General
Charalambos Rocanas to deliver jointly demarches concerning
the Global Initiative to Combat Nuclear Terrorism (reftel).
Both ambassadors urged the GoG to endorse the Statement of
Principles, which they noted was not a treaty. In addition,
Vdovin stated that the commitments spelled out in the
Statement of Principles should be carried out "within the
framework of international law and national legislation."
SYG Rocanas responded positively to the idea of Greek
participation in the Global Initiative and stated that a
considered response would be forthcoming. It made a
difference to the GOG, he said, that the U.S. and Russia
stood united on the Global Initiative to Combat Nuclear
Terrorism.
2. (SBU) COMMENT: The joint presentation of demarches came at
a fortunate time for the GoG, as the Greek press has recently
portrayed FM Bakoyannis as siding with the U.S. against
Russia through MFA statements concerning missile defense.
