1. (C) On February 9, Poloffs delivered GAERC reftel A, B,
and C points to Ioannis Vikelidis, responsible for
EU-Transatlantic Relations in the MFA's Foreign Relations
Directorate. On specific agenda items, he noted the
following:

-- Kosovo/Serbia: According to Vikelidis, Kosovo would be
addressed in a restricted session, with GAERC Foreign
Ministers responding to the Ahtisaari proposal. (Note:
Vikelidis noted several member nations had circulated
individual responses to Ahtisaari's proposal in advance of
the February 12 GAERC session. End note.) In terms of
reaching a consensus, Vikelidis added that GAERC members,
including Greece, were awaiting Serbia's response to the
proposal.

-- Iran: A "Food for Thought" paper had been circulated in
advance of this month's GAERC to further encourage an
exchange of views. Vikelidis emphasized that members were
aware of U.S. positions and had taken them into consideration
when addressing next steps, including the option of freezing
financial assets. He noted the GAERC was likely to adopt a
double-track approach with Iran: assuming a firm stance when
addressing nuclear issues while maintaining open channels of
communication on "soft issues."

-- Lebanon: Vikelidis expected the GAERC would finalize the
EU's contributions for Lebanon, as agreed upon during the
January 25 International Donors Conference in Paris.
European Neighborhood Policy (ENP) action plan discussions
would focus on promoting peace and stability in Lebanon.

-- Israel/Palestine: Poloffs verbally delivered reftel C.
Vikelidis noted that although the February 8 agreement in
Mecca was not formally on this month's GAERC agenda, it would
likely be discussed.
