1. (C) PolMil Chief met with MFA OSCE Department Head
Nicolas Patakias 11/20 to review priorities for the November
29 - 30 OSCE Ministerial. Patakias thanked us for the reftel
points noting that he had drawn "very extensively" from them
in drafting briefing material for FM Bakoyiannis.


2. (C) Patakias said Greece's highest priority for the
Ministerial will be the decision on upcoming Chairmanships.
Greece understands that CIO/Spain intends to circulate a
draft decision for a package of CIOs: Greece in 2009,
Kazakhstan in 2010, and Lithuania in 2011. Greece supports
this decision. When pressed whether Greece had any other
priorities for the OSCE Ministerial, Patakias demurred.


3. (C) In a seperate conversation, MFA Director of the D2
(NATO and WEU) Director Asteriadis (who has the lead for CFE
matters within the MFA) told us that Greece understands the
United States has concerns with the Spanish/German proposal
for a meeting on CFE issues on the margins of the OSCE Madrid
Ministerial. Asteriadis said that Greece "shares U.S.
reservations" and will support those who oppose such a
meeting.
