1. (SBU) On September 28, DepPolCouns and PolOff discussed
the reftel points for the U.S. draft resolution "Condemning
the Use of Rape as an Instrument of State Policy" with
Ambassador Alexandros Rallis, deputy head, MFA D1 Directorate
for International Organizations.
2. (SBU) On October 17, Amb. Rallis informed DepPolCouns
that opinions were divided amongst the EU member states and
thus there was no EU consensus. This EU division enabled
Greece to decide its own stance with regard to the
resolution. Amb. Rallis advised the Greek Mission at the UN
to support the U.S. position on this issue.
