1. (SBU) On September 20, DepPolCouns and PolOff delivered
ref a demarche encouraging Greece to vote in favor of U.S.
candidate Felice Gaer in the UN Committee Against Torture
elections to Ambassador Alexandros Rallis, deputy head, MFA
D1 Directorate for International Organizations.
2. (SBU) Rallis affirmed that Greece would vote for Gaer and
respected her asa qualified candidate. Rallis also
mentionedthat Greece would vote for their own candidate (Ms.
Maria Pinou-Kalli) and that of Cyprus (Ms.Myrna Kleopas).
He added that the two remaining Greek votes were undecided,
but he had instructed the Greek delegation to vote for
competent candidates who &won't use (the position) as a
springboard to make noise.8
