Poloff delivered reftel demarche to Amanbek Demesinov, director of
the international organizations section of the Ministry of Foreign
Affairs, on October 30. Demesinov said that there is virtually no
chance that Kazakhstan will change its position and oppose the Cuba
embargo resolution this year. He was also very unreceptive to the
idea of Kazakhstan including an explanation of vote expressing
concern about Cuba's human rights record.
