2. (U) According to Turkmenistan's state media,
Turkmenistan's President Gurbanguly Berdimuhamedov and
Russia's President Putin agreed during a December 18
telephone call to sign the tripartite agreement on
construction of a new Caspian littoral gas pipeline on
December 20 in Moscow. Turkmenistan agreed to send a
high-level delegation to Moscow for the signing. The two
leaders also reportedly exchanged holiday greetings and
agreed that bilateral relations in both economic and
humanitarian spheres had started to reach a new, more
fruitful stage. The phone call followed on the heels of a
meeting that Berdimuhamedov had earlier that day with
Russia's Energy Minister Khristenko, in which the two agreed
that the new pipeline would have an annual capacity of 20
billion cubic meters (bcm).


3. (SBU) COMMENT: Following the May tripartite summit in
Turkmenbashy of Presidents Putin, Berdimuhamedov, and
Kazakhstan's Nazarbayev, Khristenko had suggested the
pipeline's volume could reach 30 bcm (ref b). Post at that
time speculated that the three were planning to renovate the
old Central Asia Center-III pipeline, as well as build a new
20 bcm pipeline. It now is clear that, unless there are
major new gas discoveries in the Caspian, the three parties
in the littoral pipeline project have agreed to focus for now
on completing the new littoral pipeline, rather than moving
forward with plans to renovate the old pipeline, as well.
