1. The Government of Turkmenistan has finally informed the
United States by diplomatic note that the Cabinet of
Ministers has approved the Department of Energy's (DOE's)
12-month plan proposed during the May 30-June 2 Energy
Delegation for promoting bilateral cooperation in the
hydrocarbon sector. As submitted, the plan was meant to
offer a menu of possibilities, but the government accepted
the DOE proposal in its entirety, without expressing any
priorities. Post believes it is essential to start work on
implementing at least those activities proposed for the first
and second quarters of the new fiscal year and to get back to
the Turkmenistan government soonest with concrete follow-up
plans.


2. Embassy will consult with DOE and other interested
parties on follow-up details.
