FOR BERDIMUHAMEDOV'S FLIGHT TO UNGA

2. (SBU) If you want to know about the United States, there probably
is no better source than the Embassy's Public Diplomacy Section.
Apparently, the people in charge of the preparations for President
Berdimuhamedov's trip to UNGA realized that fact. Two days before
Berdimuhamedov's departure, Ashgabat Airport's general manager
called the Embassy's contract expediter in search of reading
material for the president's flight to New York. The general
manager knew that the Embassy has an outreach program that provides
brochures on American history and culture.



3. (SBU) The expediter contacted Public Diplomacy and received a box
of pamphlets that he later delivered to the office that prepares the
presidential airplane. The material included "Muslim Life in
America," "America: Life and Institutions," "Snapshot USA," "U.S.
Cultural/Historical maps," Internet Resource Center bookmarks,
Embassy folders, and other small items. All items, except the maps,
were in either Russian or Turkmen.



4. (SBU) COMMENT: It is nice to know that Berdimuhamedov may have
been reading about American values and the Constitution while flying
over the Atlantic. This is only his second visit to our country,
and he no doubt wanted to be somewhat conversant in American
culture. We hope that he found elements that resonate universally
and could be applicable closer to home.
