TO COMBAT NUCLEAR TERRORISM

1. (U) Ambassador delivered the joint demarche with the Russian
Ambassador to the Malagasy Minister of Foreign Affairs Marcel
Ranjeva. The Minister promised to look at the declaration within
the framework of existing treaties and Madagascar's position in SADC
and the Indian Ocean. A response will be forthcoming within two
weeks.
2. (SBU) While the Minister was broadly sympathetic with the goals
of the initiative, he suggested that Madagascar's constrained
financial and human resources would make it unlikely -- absent an
explicit threat -- to be able to participate actively.
