1. (C) Turkish MFA Deputy Director General for Arms Control
and Disarmament Ahmet Muhtar Gun told us February 23 that the
ministry's legal office is reviewing U.S. comments on the
draft MOU for Turkey's transfer of flank entitlements to the
U.S. Gun said he is arguing for the more flexible,
politically-binding document that the U.S. prefers, but noted
that MFA lawyers are pushing for a legally-binding MOU
supported by a Council of Ministers decision. Gun said he is
hopeful he can achieve a compromise in the interest of time.


2. (C) Gun asked for confirmation that we accept the latest
Turkish offer of 35 tank and 20 ACV entitlements. Using
reftel points, we told Gun that we appreciate the Turkish
offer and wish to move ahead quickly on that basis, noting
that we may wish to engage in future discussions with the
Turks on outstanding requirements not covered by the offers
on the table. Gun responded that the latest Turkish offer is
"best and final" and represents the most he can extract from
the Turkish General Staff.


3. (C) Gun told us that the Russians have been critical of
Turkey for agreeing to flank entitlement transfers and said
he had raised this at the last HLTF meeting. He was
disappointed that the Romanians and Bulgarians had made no
statements in support of Turkey. He asked that the U.S. help
generate alliance solidarity against Russian criticism.

4. (C) We will continue to press the MFA to complete its
review of the MOU so that we can finalize the MOU and prepare
the necessary notifications in March.
