(S) We raised with MFA Department for Arms Control and
Disarmament Section Head Elif Ulgen on October 5 ref reports
indicating that Indian firm Mayurakshi had expressed interest
in 2006 in obtaining drones from the Turkish firm TUSAS on
behalf of Iran's UAV program. After consulting with the MOD
and the Turkish Intelligence Serice (MIT),Ulgen assured us
on October 15 that there has been no contact between TUSAS
and Mayurakshi or any Iranian entities concerning TUSAS's
unmanned aerial drones. Ulgen said the MFA stands ready to
provide written assurances in the form of a diplomatic note
if necessary, and expressed hope that TUSAS's pending export
license application would be approved.
