1. (C) SUMMARY: Turkey continues to support the Ahtisaari
process and his report, and is concerned about Russian
objectives and veto threats. The GOT has reached out to some
UNSC member states to urge support for Ahtisaari's plan,
including both Indonesia and Qatar in the context of the
Organization of Islamic Conference (OIC). Turkish MFA
officials have indicated a wish to remain in close contact
with the USG as the end game on a new UNSCR nears. END

2. (C) Ambassador conveyed key points from ref A to MFA Under
Secretary (D-equivalent) Apakan May 15, noting that

diplomatic efforts are coming to a head and urging continued
support for the Ahtisaari process, including with the
Russians, if possible. Apakan responded that Turkey remains
on board, and he asked to maintain close contact and
coordination with us on the issue in the coming days and
weeks to ensure our positions and approaches are as
synchronous as possible, a desire the Ambassador welcomed.
Apakan noted Turkey cares deeply about the outcome of the
final status discussions on Kosovo taking place in New York,
an interest borne out by GOT involvement in pressing for
support for Ahtisaari at the OIC ministerial taking place
this week in Islamabad.


3. (C) We discussed the issue in greater detail with MFA
Deputy Director General for Balkans Hasan Asan in a separate
May 15 meeting. Asan indicated the GOT is following events
in Kosovo closely and is concerned about Russian threats to
veto a follow-on UNSCR to 1244.


4. (C) Asan told us the Albanians had been overly aggressive
in broaching the issue within the OIC, angering the Egyptians
(among others) both in the manner in which they had
approached the issue as well as making explicit (i.e. hasty)
references to support for Kosovar independence. Meanwhile,
according to Asan, the Indonesians had prepared points that
-- in his view -- could have been written in Moscow given the
references to continued talks with Serbia, inviolability of
borders, etc. In the end, Turkey presented compromise points
of its own seeking support for the Ahtisaari process and a
new UNSCR. According to Asan, the Qataris fully support
Ahtisaari's plan and are on-board with the USG's approach on
the resolution.
