1. Summary: The Wisconsin Project Team provided a
presentation on their open source database to Government of
Turkey (GOT) representatives. The database will assist GOT
officials to process export licenses and investigate suspect
companies/individuals. Department of Commerce contractors
completed training of Internal Control Program (ICP)
instructors; these instructors will serve as key contacts
during the upcoming deployment of ICP software to Turkish
businesses. Continued coordination to prepare the Turkish
National Police and Customs officials to participate in US
training events. End Summary.


2. Completed Actions for the Reporting Period


A. Site Assessment and Meetings During Recent Reporting
Period:

1.) Apr 18 - EXBS Advisor met with Customs International
Director General Riza Mehmet Korkmaz to review upcoming
cooperation activities and proposed schedules. EXBS Advisor
presented a proposal for Turkish Custom participation in
CBP's International Rail Interdiction Training (IRIT) and
International Air Cargo Interdiction Training (IACIT); also
discussed was a Targeting and Risk Management Workshop to be
held in July, focusing on truck and vehicle traffic.
Finally, EXBS Advisor proposed the visit of a senior CBP
training expert to begin investigating areas of cooperation
between the U.S. and Turkey in the development of the new
Turkish Customs training academy. Korkmaz expressed
appreciation and support for the proposed engagement.

2.) Apr 19 - EXBS Advisor met with Undersecretariat of
Foreign Trade (UFT) Agreements Department Head Ziya
Demirduzen to review the progress of the ICP project and to
prepare for the upcoming ICP instructor training. According
to Demirduzen, UFT has been in contact with the local
contractor, Docuart, and all preparations are being completed
for the training. Demirduzen added that participants for the

training will come from not only UFT but also from Istanbul
Mineral and Metal Association (IMMIB). This diverse group
should be able to fully support a rapid deployment of the
ICP. Demirduzen inquired into the possible participation of
GOT officials at the UGA Center of International Trade and
Security Academy. According to Demirduzen this training,
which was outlined at the recent Export Control Symposium,
would be beneficial for UFT officials engaged in revising
Turkish export laws. EXBS Advisor offered to try to obtain
additional information and seats in the course.

3.) Apr 26 - EXBS Advisor met with Customs Enforcement
Deputy Director General Mehmet Guzel to discuss proposed
training opportunities for Turkish Customs officials with
Customs and Border Protection (CBP) and DOE. EXBS Advisor
continued coordination of Turkish Customs participation in
the International Rail Interdiction Training in June and the
planned land-based Targeting and Risk Management workshop in
July. EXBS Advisor also proposed Turkish Customs
participation in an upcoming DOE Radiation Interdiction
Training in late July or early August. He provided additional
information on the upcoming visit of a CBP training expert in
June to discuss areas of cooperation in the development of
the Turkish Customs training academy. Finally, Guzel
reviewed recent significant activities by Customs Enforcement.


B. Training Conducted During Reporting Period:

1.) Apr 25 - Wisconsin Risk Report Presentation. Twelve
members representing Turkish MFA, UFT, Turkish Atomic Energy
Authority (TAEK),Ministry of Defense and Customs attended
the presentation given by representatives of the Wisconsin
Project. The Wisconsin Project team explained that the
report was created through the review of a wide range of open
source material. They also demonstrated how various
information could be researched and retrieved from the data
base. Positive feedback was provided by all in attendance
and it was agreed by the group that this new tool will
benefit government officials responsible for the review
license application and investigation of end user compliance.

2.) Apr 30- May 4 - ICP Instructor Training, Ankara. Five
member of UFT and three from IMMIB were provided instructor
training and overall familiarization with the new Turkish
version of the Internal Control Program. Each participant
was given classroom instruction, including practical
application in the next phase of the ICP project. All eight
successfully completed the training and will serve as key
contacts in the future deployment of the ICP to Turkish
industries.

Customs.

conference in Vienna.

Management Course, Ankara.


G. Jul 20 - 28 - Twelve Turkish Customs Officers to attend
International Air Cargo Interdiction Training Course, New
York, NY.


H. Jul 30- Aug 4 - Twenty-Four Turkish Customs Officers to
attend DOE RADACAD Training in Richland, WA.
