1. (C) Ambassador delivered demarche for a public statement
by Ethiopia supporting the African Union's condemnation of
recent attacks on AU Mission in Somalia (AMISOM) troops
(reftel) to State Minister of Foreign Affairs Takeda Alemu
Takeda on March 12. Minister Tekeda noted that Ethiopia is
also on the frontline in Somalia, with its troops suffering
from insurgent activities. Takeda emphasized that Ethiopian
troops (ENDF) are fully supportive of Ugandan troops and
AMISOM, by providing force protection at Mogadishu's airport,
seaport, and other areas. In the course of securing
Mogadishu, ENDF troops are taking casualties. It is probably
more productive if other countries provided strong statements
of support for AMISOM, Takeda noted.


2. (C) COMMENT: Ethiopian senior officials have not been shy
in stressing the high cost in terms of resources and human
toll (troop casualties) Ethiopia is paying in the war in
Somalia. Prime Minister Meles has expressed his strong
belief that diplomatic efforts to get countries to contribute
troops and resources are critical to stabilize Somalia. For
its part, the Prime Minister and other Ethiopian officials
state that Ethiopia is paying a heavy price and is seeking
international support in sharing this burden. END COMMENT.
