1. PolOff delivered demarche points on September 20th to MFA
International Organizations Second Counselor Fortuna Dibaco.
2. Dibaco provided no detailed substantive response regarding
potential GOE positions on USG support for split currency
assessments but noted that our Montreal delegation should be
in quick and consistent contact with its Ethiopian
counterparts currently in Montreal for the Assembly. The most
effective and immediate way to carry this message is via
delegate channels in Montreal. Teferra Mekonnen, Ethiopia's
representative to ICAO, reported that talks with USG
counterparts on ICAO-related issues and working papers were
ongoing and positive.
3. COMMENT: Post anticipates that Ethiopia will support the
U.S. split currency assessments position (ref B) at ICAO. END
COMMENT.
