1. (SBU) Post requests the Department's assistance in
screening the following Ethiopian military candidate who has
been nominated for USG-sponsored training, pursuant to the
Leahy Act and Foreign Assistance Act. Post has no derogatory
information.


2. (SBU) The candidate has been nominated to attend
Intermediate Level Education (ILE) training from 5 SEP 2007
to 6 SEP 2008 in Carlyle, Pennsylvania.


3. (SBU) The name, occupation, date of birth, and place of
birth of the proposed candidate is as follows:

Name: ETEFA, Solomon, Lemu
Occupation: LTC, Army, Student of Ethiopian Defense Command
and Staff College
Date of Birth: October 2, 1971
Place of Birth: Wollega, Ethiopia
