1. Poloff delivered reftel points on May 22 to MFA desk
officer for the United States, Third Secretary Adam Tesfaye.
Tesfaye inquired about the status of discussions related to
Iran, stating that it was not clear that points in reftel
were new.


2. COMMENT: As a non-nuclear weapon state that supports the
Treaty of Pelindaba (advocating a nuclear-weapon-free zone
for Africa),we expect Ethiopia will support the broad
definition of "arms and related materials". Tesfaye stated
that he would subsequently review talking points with both
Second Secretary for International Organizations and Economic
Cooperation Yoseph Kassaye and MFA Director of Europe and the
Americas Tebege Berhe, and explore the possibility of
submitting a written statement to this effect to the USG.
