1. (SBU) On May 11, Poloff delivered reftel demarche to Paul Essel,
the Supervising Director for Legal, Multilateral Organizations, and
Passport Affairs at the MFA. Essel said that the GOG understood the
USG position but would have to study this issue more closely before
committing itself. He added that the GOG shared the laudable goal
of reducing illicit and irresponsible arms sales and transfers.
