1. (S) On June 17, Econchief contacted MFA Director for
International Organizations Yacub Al-Hosani (a member of the
UAE Counterproliferation Task Force) to discuss China's
determination that its shipment on the M/V Iran Tehran
violated neither UNSCRs nor Chinese law. Al-Hosani confirmed
that the UAE had received a message from its Embassy in
Beijing informing it of the Chinese decision and requesting
the UAE to release the shipment. He said that the UAE was
preparing its response to China, stressing however, that the
UAE disagreed with China's assessment. The UAE's first
desire, he noted, was to return the containers (from the M/V
Iran Tehran and M/V Iran Kerman) to China. If China refused
to receive them, the UAE would need to consider what action
to take. In any case, he said, the UAE had decided that it
would not release the shipment to Iran.
