1. (C) On March 25, DCM delivered reftel non-paper and copy
of the resolution to MFA Acting U/S Tariq Al Haidan who
opined that while it was a good thing that the sanctions
presented a unified approach from the world community, he
very much doubted that Iran would be moved in a positive
direction. Al Haidan, a Farsi-speaking veteran diplomat with
10 years service in Tehran, said he thinks that Iran believes
the U.S. is "in a weak position in the region" and thus will
absorb the pain of successive waves of sanctions before
resolving to alter its course. He emphasized that, although
he has concluded the Iranians are "wrong in their
calculation" and that the UAEG will advise them that they are
wrong, they will nevertheless try to wait out the Bush
administration over the next 2 years.
2. (C) Al Haidan noted that the UAEG "will cooperate
completely" with UNSCR 1747, just as it has with UNSCR 1737.
He added that he hoped Iran would read the resolution text
"carefully" and respond "more logically."
3. (C) In March 26 meeting with DCM, MFA Director of
Organizations and International Conferences, former member of
UAE UN Mission, and current member of U.S.-UAE
Counterproliferation Task Force, Yacoub Al Hosani, echoed Al
Haidan's views and expressed pessimism regarding the likely
Iranian response to UNSCR 1747.
