1. (C) On February 25, DCM raised reftel points on Iran,s
noncompliance with UNSCR 1737 with MFA Acting U/S Tariq Al
Haidan, who gave strong assurances that the UAE Government is
"all the way with you on this." Al Haidan said the UAE has
repeatedly talked to the Iranians, but characterized their
whole response as "illogical." He commented that in his
view, given the high stakes in the matter, there should be no
other course for Iran than cooperation with the international
community. Previously, Al Haidan had told the Ambassador
that the head of the UAE,s non-proliferation and commodity
control committees, BG Mohammed Al Qamzi, had chaired a UNSCR
1737 meeting on February 18 at the MFA (Ref B).

2. (S) Later the same day, at Kuwait National Day reception,
Al Haidan (UAE senior diplomat with service in Iran and
Syria) pulled DCM aside to talk more passionately about Iran.
He declared: &We want you to succeed,8 and urged the US to
attempt to infiltrate Arab Shiites into the Iranian ranks in
Iraq. He expressed profound distrust for the Maliki
government and suggested that elements of the Iraqi security
forces are tipping off insurgents about American moves in
advance. Referring scornfully to a remark allegedly
attributed to Maliki that he had done enough for his country
by hanging Saddam Hussein, Al Haidan commented that Iraq
desperately needs a strong leader like Iyad Allawi. He said
it was a good thing for the US to keep Iran off balance by
from time to time seizing their operatives in Iraq.
